The third left front government (1993) did not include Bimal Singha in the cabinet; instead, he was made the speaker of the legislative assembly. There seemed to be a distance being apparent between him and Nripen Chakraborty, Chief Minister of the first and second left front governments of Tripura and the most powerful person in the state’s ruling Communist Party. In matters relating to the question of the introduction of Bishnupriya Manipuri as a medium of instruction in the state, Chakraborty seemed to toe a line not very welcome to the Bishnupriya Manipuris. Some even go on to say Chakraborty seemingly played the Meitei card and began questioning the very Manipuri-ness of the Bishnupriya Manipuris. But Dasharath Debbarman was in favour of Bimal and the Bishnupriya Manipuris. Dasharath Debbarma became the Chief Minister in the third left front Government in Tripura. The question of Bimal Singha’s inclusion in the cabinet gained momentum. But there were some invisible obstacles. At this critical juncture, however, there occurred a remarkable development. The politburo of the C.P.I (M) expelled Nripen Chakraborty from the party. Chakraborty now launched a vigorous anti-Bimal campaign in the state, called him an associate of the insurgent elements in the state. His attack on Bimal Singha rose to so high a pitch that Bimal Singha had to once seek protection from the Speaker of the Tripura Legislative Assembly claiming Nripen Chakraborty’s hate campaign might endanger his life. In the closing years, however, Dasharath Debbarman, the Chief Minister inducted him into the cabinet. His exploits as the Minister of the Health department set him apart from most other administrators. In the brief period as health minister, he brought about a number of changes in the state’s health services. He equipped the state’s hospitals with modern machines for want of which patients of the state had to earlier undertake
 expensive journeys to far off places, paid regular visits to the hospitals and ensured easy and regular availability of medicines in them. Today the local newspapers reminisce the Bimal Singha era when they carry reports on the hellish healthcare infrastructure in the state.
